The oversight duty
The board doesn't run safeguarding. It holds the assurance that it's working.
Keeping children safe day to day is a whole-school job. The board's job is different: understand the arrangements, challenge what it's told and hold a record of that scrutiny across the year.
Every governing board and trust board must have regard to Keeping Children Safe in Education (KCSIE), the statutory safeguarding guidance for schools and colleges, and carries its own duty under Sections 175 and 157 of the Education Act 2002 to make arrangements to safeguard and promote the welfare of children.
That duty sits with the board, not with the designated safeguarding lead alone. The DSL and staff run safeguarding day to day. The board's role is oversight: understanding what the arrangements are, asking what could still go wrong, and keeping a record of that scrutiny, not only the point at which a policy was approved.
A training certificate on file proves attendance. It does not show what the board asked, or how the answer was checked.
Safeguarding governance turns that oversight into a continuous account: training, visits and challenge recorded in the same shape as every other function the board is accountable for.
